Stock Tokenization Faces Resistance: Why Are Wall Street Giants Rejecting 24/7 Trading on OKXICE?

The technological infrastructure for round-the-clock trading of U.S. stocks is ready, but the revolution is being postponed for now. A new joint venture between cryptocurrency exchange OKX and traditional financial giant Intercontinental Exchange (ICE) has encountered an unexpected obstacle. The list of issuers that have exercised their regulatory right to block the tokenization of their securities has already grown to 22 companies, including some of the most prominent names in global markets.

Next-Generation Market Architecture

The OKXICE project represents an ambitious attempt to connect traditional finance with the blockchain ecosystem. The platform aims to enable trading in tokenized versions of U.S. stocks 24 hours a day, seven days a week. Unlike a conventional exchange order book, OKXICE uses decentralized infrastructure built around automated market makers (AMMs). Liquidity is concentrated in Uniswap protocol pools, while transactions themselves are executed directly on the OKX XLayer blockchain. Settlement takes place almost instantly through stablecoins, fundamentally changing the established model of traditional intermediaries and clearinghouses.

A Regulatory Experiment Under SEC Supervision

This ecosystem can operate legally thanks to a new five-year Innovation Exemption introduced by the U.S. Securities and Exchange Commission (SEC). The resulting framework allows qualified platforms (Tokenized Securities Venues) to test new trading models. However, the SEC has incorporated strong issuer protections into the process. Before listing any tokenized stock, the platform must publish a public notice and give the company concerned a 30-day period to respond. If the company files a formal objection within this window, trading in its shares on the platform is automatically blocked.

The List of Rejections Continues to Grow

Since the first public notice was issued on October 4, 2026, when the project proposed an initial list of 62 companies, OKXICE has faced a growing wave of opposition. The original 16 objections, which included Microsoft, Alphabet, Goldman Sachs and McDonald’s, have recently been joined by six additional corporations. Cisco, Wells Fargo, Marvell Technology, Arm Holdings, Intuit and Moderna have refused to make their shares available for trading under this framework. However, a detailed analysis shows that the available data do not support a simple conclusion about the direct removal of companies from the original list of 62. Corporations such as Wells Fargo and Arm were not included on the initial list at all, demonstrating that issuers are actively monitoring market developments and blocking listings beyond the platform’s original proposals.

Why Are Corporations Resisting Innovation?

While the technology itself works, round-the-clock trading introduces objective risks related to market microstructure. When primary exchanges are closed, the tokenized market loses its anchor in genuine price discovery. Trading against lower-liquidity pools in the absence of the primary market can result in extremely wide spreads and significant price deviations. Former New York Governor and OKXICE Co-Chair Andrew Cuomo takes a pragmatic view of the situation, describing the current regime as a “sandbox – a model demonstration.” Issuers are fully aware of the unresolved questions surrounding asset custody, dividend distribution, voting rights and reputational risks, which is why they logically choose a wait-and-see strategy.

Asset Quality Will Determine the Future

Current developments clearly show that the success of 24/7 tokenized markets depends not only on robust technology but primarily on the willingness of the corporate sector to adapt to new conditions. As we have been observing over the long term, the experimental framework led by the SEC and industry giants OKX and ICE has successfully addressed the technical aspects of continuous asset settlement, but has left the final decision to the issuers themselves. For the long-term sustainability of the OKXICE platform and its ability to attract significant institutional capital, the decisive factor will not be the total number of technically available stocks, but the proportion of highly liquid, high-quality securities that remain in the system after the 30-day blocking periods have expired.

Market Depth Recovery: Why Is Liquidity Not Returning Evenly?

One year after the broad correction of October 2025, liquidity in the crypto market is concentrated mainly in the order books of Bitcoin and Ethereum. Although total spot trading volumes remain below last year’s levels, market depth in the two largest assets has reached higher levels than before the decline at that time. However, this development is not broad-based, as market makers are concentrating capital primarily in the main crypto assets, while smaller projects continue to face reduced liquidity.
