Fin du « silence bancaire » le week-end : Standard Chartered propose le règlement instantané aux institutions
The more than 160-year-old banking institution has become the first bank-authorised distributor of HKDAP, a regulated stablecoin pegged to the Hong Kong dollar and backed by reserve assets. Its use is intended to enable continuous on-chain transaction settlement and reduce the timing mismatch between tokenised assets and traditional payment systems.
Distribution of a Regulated Stablecoin
Standard Chartered Bank (Hong Kong) Limited announced on August 24, 2026, that it had become the first bank-authorised distributor of the HKDAP (HKD At Par) stablecoin. It is a regulated stablecoin pegged to the Hong Kong dollar at a 1:1 ratio and backed by reserve assets. It is issued by Anchorpoint Financial Limited.
The Anchorpoint project was introduced in February 2025 as a joint venture between Standard Chartered Bank (Hong Kong), HKT and Animoca Brands, with Standard Chartered being its largest shareholder. In April 2026, Anchorpoint obtained the FRS01 stablecoin issuer licence from the Hong Kong Monetary Authority under the Stablecoins Ordinance framework. HKDAP has therefore been developed from the outset within a regulated environment, with a focus on use in institutional and corporate transactions.
Continuous Settlement of Tokenised Assets
The integration of HKDAP primarily addresses the difference between the continuous operation of blockchain-based assets and traditional banking infrastructure. Tokenised assets can be transferred virtually without interruption, while the cash leg of a transaction may still depend on bank operating hours, clearing systems and other intermediaries.
HKDAP is intended to reduce this gap by functioning as a programmable on-chain instrument available 24 hours a day, seven days a week. Standard Chartered plans its first concrete use in the fourth quarter of 2026 for subscriptions and settlement of tokenised money market funds in cooperation with international and local asset managers. For institutional investors, this may mean shorter transaction settlement times and less dependence on traditional banking cut-off times.
Liquidity Management and Cross-Border Payments
Another area of use is corporate cash management and cross-border payments for multinational companies. HKDAP is intended to expand the use of stablecoins into corporate finance and institutional settlement.
Within the Standard Chartered network, its use is also envisaged for intragroup settlement. For multinational companies, the continuous availability of such an instrument may enable more flexible transfers of liquidity between individual entities and shorten the time required to settle certain transactions. More efficient cash movements may also contribute to optimising the need to hold additional operating liquidity to cover timing differences between payments.
From Banknotes to Tokenised Money
Standard Chartered’s presence in Hong Kong dates back to 1859, and the bank is one of three institutions authorised to issue Hong Kong banknotes. Its involvement in the HKDAP project therefore builds on its long-standing role in the local monetary and payment system, although the stablecoin itself is a separate digital asset issued by Anchorpoint Financial.
Standard Chartered’s participation in the distribution of HKDAP also fits into Hong Kong’s broader strategy to strengthen its position as a hub for regulated digital assets, tokenisation and international corporate liquidity management.
Stablecoin as Part of Banking Infrastructure
Standard Chartered’s involvement in the distribution of HKDAP illustrates the potential use of stablecoins within traditional financial infrastructure. The combination of a regulated issuer, a bank distributor and continuous on-chain settlement creates room for their use in tokenised funds, corporate liquidity and cross-border payments. The key question will be whether the planned use cases also prove effective in day-to-day operations and can deliver measurable reductions in transaction settlement time and costs. Only then will it become clear whether regulated stablecoins will become a standard part of institutional financial processes.
